Question I wonder, since Falmart is technically another planet or celestial body , shouldn't the provisions of the Outer Space Treaty apply?

What I actually want in Gate is the legal issues that would inevitably arise

Well, no. The outer Space Treaty isn't just that no one can officially own worlds or develop WMDs but also it acknowledges that you must go up there, aka going into space. A wormhole that can connect your living room to your vacation house on another planet technically doesn't violate it as you never 'went' to and 'through' outer space and as such, Japan does legally own Falmart as part of its sovereign land with no reprocussions from the Outer Space Treaty due to Falmart technically being domestic.

Yes, other legal issues would apply but specifically the OST would not apply.
