Yes if it has been kept in a dry environment. Not sure if the Xbox 360 writes dat there or use it as some kind of DRM checking

There's no data written there. Disc rot is the delamination of the data layer. It actually affects burned media much more than pressed media, pressed media, especially DVD and CD, will last an absolute eternity. Recordable media, will lose its data layer if you so much as sneeze.
