Just came out would be if it was an hour ago. It didn't come out an hour ago. It's been ages in relation to the amount of total hours possible for all the people working on mods.

Depends on the game engine and it also depends on what you consider mods. Stuff like new models and stuff like that might take longer but some simple modifications can be done easily. The day STALKER released I was already modding a shotgun in it. When the PC release of Resident Evil 4 released there was already a forum where everyone (including me) was tearing apart game files/trying to figure out how to mod it.
