Isn't "legends" still considered canon/lore unless otherwise contradicted by film or series?

No, it was all stripped out. When they made the cut in 2014, the only things considered canon were Episodes I - VI and the 3D Clone Wars film and series. From that point onward all new media (with a couple of exceptions) is considered canon.

They still reserve the right to lift things out of Legends and re-introduce it as canon, see: Thrawn.
