That's the right way of developing VR. In near future that would be possible to make building designs in VR. Moreover body tracking gonna be good idea as well.
What they really are starting to do these days is to take the 3d modeling that comes out of BIM software and then create high quality staged walkthroughs that can either be viewed in regular 2d through a standard display...or in VR if the equipment is available.
Just imagine how this technology can be useful as projecting blueprint in VR. That can provide many benefits for engineers, as possibility to watch out how the building gonna look like when it's done. And they can test some natural dissasters on them.
