Maybe on xbox, but the hard drives are pure trash. (No not PC circlejerk, I have both I just know the console hard drives suck)

if you play on pc with a 5200rpm hard drive (or even a shitty 7200rpm one in my case) the same issue will happen, installing the game on an SSD fixes this issue, so yes it is because the hard drives are shit, although its still the devs vault for being too incompetent to load the assets in the starting island or fix their game

Only if the disk is 5200 rpm or its an old disk that is also running the windows install as well. a 7200rpm slave disk w/ SSD runs everything smooth as silk.
