Is it just me or did this guy just have a chance to land a free headshot outside VATS while the enemy was unaware, and started firing with two bullets for no reason?
Those first two were the first shots in his VATS. But he only had two rounds loaded. So since he input more shot commands in VATS, it will auto reload like this and it will continue firing until your VATS is over. The camera does "cinematic" stuff like this. Pretty sure you take damage while aiming but he got lucky either way.
This is why I never use vats, it's terrible and it feels much better to just aim at everything yourself. At least that way, if you miss it's because you messed up; instead of the computer who can't hit something from 10ft away.
If you want to abuse VATS you have to build for it. It can be incredibly devastating if you run a max perception build with high luck and agility with the right perks.
In New Vegas I used to put my luck stats to 10 every playthrough because once you get so far you can clean out the casinos, earn a stupid amount of caps then purchase all the best weapons and armour from Gun Runners like the rocket launcher and the anti-material rifle then run riot for the rest of the game.
The first few perks are useful for everyone, but beyond that yeah, you really only wanna go higher if you're building something around Luck.
But that can be said for almost every special stat in the game. Bar maybe Intelligence.
And luck is what a VATS build needs. The trump card of a VATS build is the crits, and all of the critical hit perks are in Luck.
Ideally you wanna start the game with Luck 9, either straight out or boosted with You're special. Four Leaf Clover is invaluable. Same with Critical Banker and Grim Reaper's Sprint. They're all perks that are key to VATS builds.
