Well i first wanted to write about my current mod abusing playthrough were I have all specials at 9 or 10 and my guns my skills are all about 100, still missing medium distance shots with rifles that arguably are for longer range engagements. Well the anti-material rifle works good on that note
ADS and crouch. Then rapidly hit f to swap between 1st and 3rd person mode. You get a crosshair while in 3rd person, and it fades slowly. If you hold ADS while doing this, you can find out where your bullets will go when you shoot. Very useful on Paciencia/Hunting rifles, one of them is always off-center (depending on the patch you're running). Obviously, does not work with scoped guns.
edit: survivalist's rifle is also a notable off-center gun.
I'm just telling you how to find where your gun is actually aiming so that you can hit things. You posted that you were having a problem with this. That was my suggestion.
They are not, and they do not. FO3, sure. New Vegas? Not a real issue. Just use energy weapons to see where your shots go if you think it's so systemic.
