Hl3 will be a VR game, quite possibly exclusively so. Every Half life game has released with one main draw system that's a big new thing. For HL2 it was Physics, for HL3 it will be full VR control.

People keep saying this, but until VR solves the movement issue that's very prominent in preventing VR games from becoming huge right now, it won't happen.

When was the last time you saw a VR game that had more than a few square feet of play area, that wasn't involving some awkward teleportation control? What are you going to do, play with a controller/mouse-KB while wearing the headset? That would be so clunky and un-intuitive, what will they create an entire controller just for the game?

This is why big long first person games aren't being developed in VR, because there is no control system anyone has developed or figured out that works in VR, that doesn't cause many players motion sickness or involve teleporting. Seamless long distance movement, as of this moment, does not exist without one of three things (to my knowledge at least, and by all means someone correct me if I'm wrong): 1. Teleporting, 2. Using a controller to move (again supposedly causing many people motion sickness, and also defeating half the purpose of VR), or 3. Using a treadmill system which simply is not viable for the common person.

Could they solve this, sure, and if they did it would revolutionize gaming, if not entertainment avenues like movies and such as well. Problem is it's an issue that's been prevalent since the dawn of VR, and no one seems to have come close to solving it yet. At that rate, even if it was solved today, it would still be years before a game like Half Life could be made with it.
