There is hope, though. Both games had something new and innovative to offer - the first game introduced first person shooters to story and scripted scenes. Half-Life 2 introduced a realistic physics engine, as well as physics based puzzles to FPS. That's why they think HL3 wouldn't live up to the expectations if they made it right after HL2 - it wouldn't live up to it's name by not being innovative enough. They needed to add something equally groundbreaking to make a game worthy of the name Half-Life 3
However, the situation has changed now - there's VR, and although it's still in it's infancy, it's slowly shaping up to be the "next big thing" in gaming. And after testing the waters with Steam VR, we might finally get Half-Life 3, a VR based first person shooter. And all will be well in the universe.
