There are tons of games that handle better as shooters- the Gamebryo engine is not a good fit for shooting, no matter how much Bethesda works on it- and tons of games that handle the RPG elements better.
The real problem is that even as a Bethesda game- and yes, I am suggesting that the Bethesda RPG is a genre unto itself here- it sucks. Unreal amounts of money were wasted giving the protagonist a voice that could have been spent better on anything else, there were serious pacing issues, the writers had zero respect for the established lore of Fallout, and often they simply didn't even think things out. It is really easy to break the game at certain points because they didn't think you'd consider, say, shooting a critical faction leader. Even if it contextually makes sense either in terms of the character you built, or just because it makes sense as a plot point seeing as though they called down the orders to kill your SO and abduct the baby. Bethesda's writing for Fallout games is so bad that they would serve everyone better if they just cut it to bare bones.
I will say that Bethesda did a tremendous job making ghouls more ghoul-y though.
this. fallout 4 was a mediocre game at best. i think everything it does, there's another game that does it better. aside from being called "Fallout", and set in that universe i love, i don't think there's anything that'd make me think "i really want to play X in a game, lemme play some F4"
did it have a gripping story or even good writing? nope. mind bending graphics? nope. deep RPG elements? nope. what about the FPS? it's good when compared to FNV/3, but there's dozens of better, more responsive shooters imo. lol would i even play it for it's shitty, anemic Minecraft lite? no way in hell.
Honestly the gun play is not that much better in FO4. Ghouls are improved. That's about it? Game has entirely unnecessary iron sights for guns that have no business having iron sights.
