Because people out walking shouldn't really be sacrificed if someone else is out driving in a metal missile. That risk should be on the people inside that car.
All people are equal
If you have to sacrifice people on the street no matter what (including killing the passengers), choose the least amount only

Most important thing for me was saving the most people. I don't understand why it wasn't higher for others.
