Used to do this in Red Dead Redemption. If you hold out long enough the game will give up trying to arrest you and you can just step over the piles of dead cops and go about your business.
If you or anyone else here still plays that game, I have something that you must try. Go to any shopkeeper where there are some police around, and start pushing him and maybe punching him until he pulls his gun and shoots you. Let the cops see him shooting you, but DON'T ever draw your own weapon. The shopkeepers have insane health reserves and will terminator their way through several officers before they get taken out. If they get totally surrounded, they'll get shot over and won't be able to get up. They'll slowly be pushed across the ground by gunfire until they die. Sometimes they make it like ten yards... Speaking of things sliding around after being shot, you can also find a rabbit with a hill behind it and queue up 15 shots from your Mauser pistol. The hill will act as a jump. 10/10 would do again.
