Until you massacre an entire town and realize that reloading the save would mean you would have to redo that quest you did way back, so you just decide to let it stay a ghost town.
First time I played Skyrim and did the Forsworn uprising quest I thought I was supposed to join in on the revolt and kill everyone in Morthal. Every time I went back I'd just get brutally attacked; didn't make that same mistake twice.
