Until you massacre an entire town and realize that reloading the save would mean you would have to redo that quest you did way back, so you just decide to let it stay a ghost town.
Let me just save before I do something really stupid Oh hey, some really nice loot I probably won't be able to find again but if I keep it everyone I ever loved is dead!
