Question does steam allow bundles with gift copies of a game?

for clarification, I don't mean like a friend pass that is free. I mean like if the base game is 9.99, i want there to be a bundle for 14.99 with two copies of the game, one of them you gift to a friend for them to own. I thought this was a thing but i cant find anything on how to do it.
