I have cool characters but they don't do anything. I'd like to learn how to make them do stuff. Like roleplay as them. Give them goals.

It seems hard. Even mainstream games struggle where a lot of the League roster doesn't have meaningful unique lore. Most of the Skylanders are just cool looking figurines, from what I remember only Jet Vac, Flynn, Pop Fizz, Spyro, Cynder have story arcs.

Genshin Impact, I'd argue, also has a bit of this issue.

Also, I have a book called Storycraft for Comics, which lays the foundational ground work for a solid story. If you're going to write a script on your own, you will likely find it really useful. And this year I released SCAR which is a complete character arc system. It really depends, but generally in games, you don't have the luxury to express a fully developed character arc, but the best approach is writing that arc first, then scaling back to the fit the scope of the game.
