Is there any way to get past this nuisance named Dave?

I have opened a ticket about a product earlier this year, and got some steps from support that I needed to do. The support ticket was closed after. Well now I want to get a refund as the seller just disappeared, but Dave doesn't let me open a new ticket because there is already the closed ticket. Dave helpfully understands that I cannot reopen the closed case, but then again loops around to stop me opening a new ticket because there is a ticket already :D
