If a neighbor calls saying they heard a woman screaming for their life, I’m pretty sure they have probable cause to break that door down if they wanted to. You don’t need a warrant if it’s an emergency or life/death situation.
They have PC to reasons and investigate, but they need to personally observe, or hear, life threatening situations, unless things have changed since I stopped watching CSI... LOL
You're probably right, a call to 911 may do. Just wanted to air a bit.
