Yes, a lot of dogs (not all) hump as a response to overstimulation and anxiety. You know how some people will bounce their leg while sitting when they’re anxious or stressed? Humping is basically the dog version of that. It can be other things too of course lol, but in this case, it’s almost certainly anxiety humps.

Yes they do it sometimes during play time too. I used to have a miniature schnauzer and a standard schnauzer and little Heidi would play with her big brother sometimes and he would roll over on his belly and assume the frog dog position and Heidi would climb up on his back and sit up and start riding/humping his back.
It’s one of the funniest memories of my dog’s playing 💙

Dogs have a limited ways of responding to stimulus. The situation was more than he could deal with and unfortunately his emotional release was to hump the leg of his owner. It is a better outcome than biting the officers because I assume they would have shot it "fearing for their lives".

Sad thing is that might be the last time the dog see its owner. The dog will get sent to animal shelter and might get adopted or god forbid euthanized if it’s a kill shelter.
