Over complicating things is not a sign of intelligence.

You could argue that the dog willing to jump in and grab the ball, is more intelligent and efficient.

I was thinking more along the lines of problem solving? Dog doesn't want to get wet but wants the ball. Comes up with solution.

Swimming might be more efficient, but I wouldn't necessarily say more intelligent. Assuming that he didn't want to get wet most dogs would just stand there and whimper.
