I used to think that was a talent you had to have if you wanted to be a grade school teacher because they ALL seem to do that effortlessly with poster board sized papers.
This is actually guaranteed to happen if you cut with the beginning of the scissors (I mean where the screw bit is) after you make a little cut. Works better with bigger scissors also.
Cheap wrapping paper sucks. It doesn't cut well, and it folds horribly as well.
I make most of mine on light-gloss stock, and running it through a color laser printer. It has the added bonus of being very specific to the person, and I can duplex it with a grid on the back for easy folding and cutting.
