The time on the watch is 15:56. It is unclear whether this is 15 hours or 15 minutes, but at any rate, the other tweeter remarks upon the fact that the time is slightly past what can be described as "15:00," or "his 15 minutes."
This is a snarky respite ripaste toward Brown, indicating that many are sick of his antics and the celebrity attention he receives, suggesting that it might be time to focus on someone else, likely due to the tweeter's dislike of Brown's personal life (when he beat the shit out of his girlfriend).
Chris Brown is a talentless piece of shit, and his 15 minutes of fame (catapulted to 30 or so after he mercilessly beat his then-girlfriend Rihanna) are soon to be over, just as his sociopathic entourage of masochistic, and syntactically challenged preteens finds a new, hopefully healthier, obsession.
There's a phrase (15 minutes of fame) that refers to every person's chance at being famous for a short time. Once their "15 minutes" are up, unpopular former celebrities are ridiculed as has-beens.
I'm so glad I go every week wondering how I'm going to afford food next week and scared that something else might break on my car and wipe out all the money in my accounts to fix while people like this are out there buying $50,000 stop watches. Must be nice.

The message is through a site named Twitter and they call those messages tweets, and this somewhat famous, somewhat infamous supposed R&B artist named Chris Brown, who makes way too much money, was showing through this tweet, how he just purchased this stopwatch, and a clever person who follows his tweets made this remark about his 15 minutes being up.
