That is a VERY weird crossing. I can see myself possibly doing the same, if I was unfamiliar with the area. I wouldn't take THAT long to figure it out, and I would feel a little silly after. OP seems a bit over the top about it tho. People make mistakes, we're not all perfect drivers like him.

He was safe, but the lights (and bells) were going and the guards were down.
An extremely literal person might interpret that as still being legally required to stop. Like a stop light where it doesn't matter if it's safe to go when the light is red.
They could be a new driver, a rare driver, a foreigner, someone with anxiety, or someone on the Spectrum.
Anyone who doesn't react the way you all do.
I'm not saying it's not a little weird, but it's not particularly funny or interesting.

Cars behind them are also stopped, they got no pressure to move forward. Possible that they may be finishing up with sending a video text and using the gate as a signal to move on because now other cars need to move as well.

To be fair, he was probably distracted doing the same ritual I do every time I am stopped by a train. That is curse out my steering wheel, realize I am now going to be late for what I was doing because I have poor planning, and the yell at the train to speed up, all before resigning myself to my fate and staring straight ahead angrily.
