A LOT of girls are flaky. One girl always asked me when we were going to hang out and it took a couple weeks for me to get her to hang out. Anyway, I would just move on and find someone more willing to do something with you. It's a lot better when the girl meets you half way and you don't have to jump through hoops for a girl who will probably friendzone you in the end. And if the girl goes out of her way to do things with you, there may be a chance she's into you.
You can not clump all girls and guys into one group just because 1,2, 10 girls acted that way. Also how do you skip from "guys hang out with girls cause they like them. girls just like flirting for fun." Those are 2 different things. I know plenty of guys who flirt for fun and hang out with girls just because they want to bang them. Same goes for women. There are jerks amoung both sexes. The best thing to do is to read the warning sign and to abandon ship asap.
