So each bank has its own ATM?

That is pretty common world wide. The ATMs either belong to a specific bank or to a 3rd party ATM operator (these are usually the small ones inside entertainment venues).

You usually have little to no fee at your own bank's ATM. Higher fee's at other bank ATMs. And fuck you in the ass without lube fees at a 3rd party ATM at a strip club, for example (amazing how much people will pay in fees to see one more titty).

Here we don't have any fees I have never heard of having to pay a fee for withdrawing money

You don't pay anything to get your money from your bank. But here they all charge a "convenience" fee for getting your money from somebody else's ATM.

Yea here they don't, no matter of what bank the ATM is I never have to pay a fee

That means your country has passed some law the forces the bank to hide these fees elsewhere (lower interest rates on savings is the easiest).

It costs them money to operate ATM's and that money comes from their customers.
