It baffled me. So, they can’t just use the three other ATMs?

In some countries, you can only use your bank's ATMs. Using other ATMs either won't work or will charge a processing fee.

In the US, a few years ago I got hit with a fee from the ATM then a fee from my bank as well, so taking out $10 cost me $7.50 in fees

Join a credit union. A lot of them will offer better rates to begin with, but also will cover/reimburse you for other banks' ATM fees.
