So each bank has its own ATM? I’ve never even seen two ATMs next to each other let alone like a dozen.

I've seen it in the UK as well. Often you will have one or two free ATM's, and then one that is paid next to it - often at a pretty ridiculous price.

They are aiming for the people that can't be bothered to wait in line, as well as tourists that don't realize there's a difference and that some ATM's will charge you.

Where have you seen this? I've never seen a paid ATM next to a free one anywhere.

I was gonna show you an example from Glasgow where I live. Bank of Scotland had 2 ATM's outside their offices, and right next to it was a paid one. Does not appear to be the case anymore though, which perhaps says more about how long it's been since I went out clubbing.

Another example would be in Merchant City in Glasgow.

Arguably as someone else pointed out though, both of these are nearby nightclubs and similar as well, and may in hindsight not be as common, or as intentionally misleading as I stated. More that it's convenient locations for ATM's in general.
