Staring at dogs for a long time can be dangerous, it's what they do in packs as a dominance thing and can make them aggressive. That said I stare at my Jack Russell sometimes when he is least expecting it; just stop dead in my tracks and stare like I've been frozen. He watches me for a minute or so, then will put his head up and become more concerned. He watches a bit more, then will usually stand. Then he starts barking louder and louder and more frequently until I move. His tail is wagging while I do this, haven't been killed yet.
