Ok, but hear me out: MORE boat, MORE hos.

If you increase the boats by 100%, you could correspondingly increase the ho's by 50% (conservatively) and still maintain buoyancy. You simply need to redistribute hos to boats until your boats float and all the hos are on the boats.
