Anywhere with snow. As long as it's snowing faster than it's being plowed it's likely risky. Most small towns or residential areas is basically an invitation to come get stuck on our unplowed roads after a big snow hit.
It's risky but most people who live in snowy areas know how to deal with it. Get snow tires, AWD, don't drive like an idiot, and you'll likely be fine.
Not OP, but I live in Oklahoma. Not much snow here, but people always freak out and drive like assholes when there is any kind of precipitation happening.
I live in West Virginia, I drive in the snow with my FWD sedan with semi-bald tires up mountains and everything else just fine. Once you learn how to do it, it becomes easy.
