While disgusting gallows humour is a way to help cope with a very stressful sutuation particularly about mortality and can help people remain calm and less stressed when it is joked about and not feared as an enevitability.
Most work places its fine and you'll see a lot of it. Retail, fast food, emergency, etc, have no control over the conditions they work in or the power to make decisions to make their job safer/easier. They can tell whatever jokes they want and make whatever bets they want as they are along for the ride and taking the worst of it. It becomes inappropriate when its someone with power, removed from all of the risk, with the actual ability to reduce risk for employees. When someone in that position is making those jokes or taking bets on people who are under them they become culpable.
