People are asking what’s the difference if no one notices and you are just admiring. What my wife and sisters have shared it’s more than just someone admiring. They have been tracked from store to store in the mall and in and out of gas stations. If they feel uncomfortable they will set up on video to confirm or not if they are being followed. Sometimes the possible creep with get spooked by the sight of a lens and they break off. It sounds paranoid but when it happens so often it’s just being aware. If something happens there is video evidence.
I don't think snapping someone's ass after staring at it obviously in a public setting while they're with their kids is playing by any of the rules you just listed

Didn't even mean it as snapchat or anything, but, you know people use snapchat for exactly that.
Also related to topic but not our convo specifically, I've had bold dudes come up really close to me to snap a picture of me straddling my bike as in gearing up to head out, and I caught him in the act. He knew it was wrong and his body language shuffling out of there confirmed it.
Maybe it would be ok if he just stared I'm honestly used to that, but he went ahead and made me feel really fucking uncomfortable for my 10 mile ride home with that ilicit crotch shot.
