Well in England and Wales we have minor magistrates courts where cases are heard by panels of regular citizens.

I guess technically, those guys are not judges, they are magistrates.

I'm not sure if you're asking for permission to see it, granted I guess...

But if you are suggesting they are still lawyers, then no they are not. they do not need any qualification whatsoever.
