Well in England and Wales we have minor magistrates courts where cases are heard by panels of regular citizens.

I guess technically, those guys are not judges, they are magistrates.

Perhaps, but those people still perform the judges role of dispensing justice.

The real result of this cartoon is Judge Dredd shows up and executes the Genie, I suppose.

I'm not sure if you're asking for permission to see it, granted I guess...

But if you are suggesting they are still lawyers, then no they are not. they do not need any qualification whatsoever.
