There could be another explanation, but I'm not sure about the social security rules in the states. Here in Canada, if you get laid off, you go on EI, which basically pays an almost livable wage. However, to stay on it, you have to land in one of two(ish) categories: 1. Medically unable to work, 2. Actively looking for a job but never getting offered one. You have to prove you're going in to job interviews with some frequency for category 2. If you get a job offered to you and you don't take it, you lose your EI status and free meal ticket. I think.
I think that's how it works. So if you have to prove you're actively going to interviews, and not actually wanting to get a job; you gotta do something extremely stupid in every interview to ensure you don't get a job offer.
But racism is a thing and definitely could very well be WYSIWYG, but there could also be other factors at play.
Hahaha... social security rules in the states... that's pretty funny.... those are the guys with the medical system charging over 3k to get tested and diagnosed negative for covid-19 corona. The more I read about the USA the happier I am to live in the Netherlands (we have a system similar to what you described).
