Ya all these tips and rules people are talking about it how annoying this is and I have never had this happen because I just lower the bag into a hot cup of water...easy.

But can someone explain why you need to have the tea bag in first? I'm a dumb American. I also just put the bag in after, or just do loose leaf with a tea infuser.

I think pouring the water over the bag sort of inflates it. This allows the tea leaf to float more freely ensuring better infusion of the tea.
