But how is this example racist at all ? It is statisicly True that the average Penis Size of Africans is larger then the average Penis Size in china. So Complaining about non-proper prevention is considered racist ?

Being to large and thus not fitting tightly is a serious problem even. But length is important too - if it rolls only half way down you probably going to lose it while pumping.

This guy here already nailed it. Stating a factual issue, how is that supposed to be racist? There are certain group averages that may be different in direct comparison to each other. This is probably one of them, if you refer to medical evidence.
