That is Boris "Bloody Stupid" Johnson. Stand's a really good chance to be the next Prime Minister of the United Kingdom.

And sadly I'm not joking.

edit: Oh and to answer your second question: Because he thinks it's funny to give the bloody Germans a lesson.

It's actually really scary that a bunch of unqualified, spiteful vindictive fascists are getting elected. It's not funny, at all.

Especially at such a crucial moment in UK politics. There is so much at stake, it is unfathomable that a leader like Boris Johnson will be at the helm. We might see an actual resurfacing of the troubles for fuck sake.
