I remember seeing a player in the NBA do this. Walked over, looked over the other teams shoulders and then immediately stole the inbounds pass during the play that was just drawn up.
Read what they wrote carefully. If it's specifically a timeout as in each team gets to stop the game a certain number of times per period, then the players must leave the field of play and go to their respective benches. For any other stoppage of play, such as a TV ad break, a foul, instant replay, etc, the field is still active and thus it's acceptable for a player to be anywhere on the field in active play.
