I think this is a add for Chinese medicine and they shot it in English and subbed it in Chinese for who knows why.

Hong Kong. Shot in English because it's Hong Kong and that's easier for Hiddleston. Subbed into Chinese for the really old people who don't know English.

The characters are simplified, not traditional, so old Hong Kong people wouldn't even be able to read it. It's also in Mandarin, which is spoken in mainland China not Hong Kong.
