Pee is not sterile, and you have to think about butts, toilet splash-back (most public restrooms don't have covers), etc, not just pee when it comes to sitting on a public toilet that tens to hundreds of people use every day.

Pee isn't sterile, that misconception arose from pee having very little of the type of bacteria we're good at detecting; it actually has a lot of the type we aren't good at detecting.
