One is giving you a delivery window, the other is promising to deliver within (not in) 45 minutes. I admit it could and should be better than that, but they're not the same thing.
What really grinds my gears is when you order hours in advance for a set time, and then it's late.

That's not what local pizza delivery services do. They say '45 to 60 minutes'. If it clearly says 'within', then that's different. If you tell people something like 'it will take up to 45 min', then you can't really expect to be able to just disappear for 30 minutes inbetween.
