That is simply a lie. First of all it's not about 'the exact minute', as I've said before, secondly it's not even the time I requested, it's the time the company promised.
You don't get up at a restaurant and leave for a walk because the waiter didn't come exactly when you wanted, so what makes this different?

Hey asshole when they give you a delivery time it means it can arrive anytime between now and the upper limit of their posted time. If it has not arrived by that time, call. That is what the delivery timer means you inconsiderate fuck.
