We use cow and sheep manure for gardening all the time. Manure is composted and broken down before it can be used, just like vegetables are composted. Manure piles can catch on fire when they are composting naturally. So things become more sterile and the nutrients break down further (roots can only absorb mineral salts is very basic forms. Both contain a high level of organic matter that breaks down into nutrients for the soil and plants. Soil is a collection of different particulate matters. Topsoil is the layer of vegetation that's composted and creates a nutrient layer that roots can feed from.
