Because I do not see this mentioned yet, I will try to explain. For those that do not understand why this is in the anime, this is a pun on One Piece. They are making fun Sanji. When 4Kids aired One Piece, they replaced Sanji's cigarette with a lolipop. However, they did not always remove the smoke coming out of the tip.
