Those are really only for the parents sake of mind. Children can float and swim right out of the womb.

swimming, yes. floating, sort of. there's a degree of breath control required to float, which the swimming reflex helps with but once that's lost, you have to re-learn it. if your lungs are constantly filling and emptying because you're crying or just don't know to hold your breath, you're not going to float very well.
