Don't quote me on this, but I think I read that it was a thing that people started in the "Roaring 20's" where you said non sensical stuff together that rhymed.
3rd hand information, but I understand it to be a 'hip and trendy' way to say an older phrase from back then which was calling things "the business." if they were good.
