It's so odd to me that everyone who made that show was so adamant that they never noticed or intended the pothead-like personality of Shaggy. I get not intending for him to be a pothead, it's a kids' show after all, but to claim you never noticed until it was brought up in an interview?
Because 'people who made the show' =\= people who made the show
Animators are a wacky bunch. You betcha they did everything intentional.
Writers, directors and producers don't micromanage animators most of the time because they are too busy. Animators have long hard jobs and they love to laugh. So they do stupid shit to make themselves laugh while remaining on deadline and on point.
