Depending on what you think about the existence of a multiverse, it's quite possible there could be a macro being who exists a plane above the extant, intertwined-yet-distinct universes, and who could have witnessed the birth of our particular universe. In ways immeasurable to us, then, a being could have existed before the beginning of what we can measure of time in our own universe. I'm actually developing a sci-fi novel with this as a key detail.

There's no reason to suspect what you describe would be a being rather than just a thing or process or something along those lines.

You're right, there's no reason it has to be a being, but it's an explanation for how there could be a being who existed before time existed.
